| work called “Maritime Navigation Safety Fee" |

15 July 2011 Source : CETMO The CETMO, in its capacity as Technical Secretariat of the Transport Group of the Western Mediterranean -GTMO 5+5-, has undertaken a line of work called “Maritime Navigation Safety Fee”.
The study on this line of work should provide arguments as to the appropriateness and desirability of introducing such a fee and the assessment of its economic and legal feasibility together with the proposed terms of its recovery. To carry out this study, CETMO invites you to submit your proposal and CV before 5th August 2011 to the email address shown below. OBJECTIVES OF THE STUDY The main objectives of the study are as follows: - To analyse the external navigation-aid systems currently implemented by coastal States, particularly by GTMO 5+5 Member States. - To determine what is required (particularly in terms of finance) to develop these systems, in keeping with the foreseeable growth of maritime traffic and the relevant international regulations. - To outline the operational procedures and legal mechanisms required to introduce a maritime navigation safety fee to finance said systems. - To analyse the possible impact of such a fee on coastal States and ships. - To set out the fundamental arguments, based on the above-mentioned analyses, that will draw the attention of the relevant international institutions to the potential advantages of the proposal. (Voir les termes de référence à : www.cetmo.org/pdf/ToRredev.pdf) PROFIL The experts should meet the following conditions: - Belong to one of the ten member countries of the GTMO 5 +5 (Algeria, Spain, France, Italy, Libya, Malta, Morocco, Mauritania, Portugal or Tunisia) - Be specialized in maritime law and/or - Be specialized in transport economics. The partnership between an expert on the North Shore and an expert on the Southern Shore of the Mediterranean is going to be favoured in the procedure of selection. SCHEDULE - The expected duration of the study is four months. - The selection of candidates is going to be announced from 1st September 2011. - The launch of the study is scheduled from September 15th 2011.
